Notes from an initial review:
The study was done by the Engineering firm TEC that is engaged by the developer.
The primary data for their assumptions comes from two days in 2016: 10/6/2016 and 10/8/2016 which are the Thursday and Saturday before Columbus Day. See Attachment A of the study. These dates are NOT typical weekday or typical weekend days. See page 6 of the study.
