Updated: Dascomb Road Zoning Task Force Members Identified

Update 11/30/2017: The Dascomb Road Task Force members have been published.

First approved in June 26 after a 3-2 vote by the Board of Selectmen, the “ID2 Zoning Task Force” was not staffed by Town Manager Andrew Flanagan, who subsequently cited the questions raised by Selectmen on the scope of the charter for the delay. Board Chair Paul Salafia also indicated at the August 28 BOS meeting that upon hearing Sal Lupoli would be presenting an update to the Board of Selectmen on the Dascomb Road Project, that the task force needed to evolve. 

Subsequently, a new charter was created that focuses on the Dasccomb Road Project, which was approved by the BOS on September 26. The composition of the task force is as follows:

  • Member of the Economic Development Council
  • Member of the Design Review Board
  • Member from the senior community
  • A downtown business owner 
  • A business owner whose site is within a mile of the parcel at 146 Dascomb Road
  • Two (2) at-large residents 
  • Four (4) residents whose primary residence are located within a mile of 146 Dascomb Road
  • Board/Committee Liaisons (non-voting members) shall include representatives from: the Planning Board, the Council on Aging, and the Finance Committee
  • Staff Liaisons (non-voting members) shall include staff from: the Town Manager’s Office, Andover Police and Fire, Municipal Services, Community Services, and the Planning Division 

Members of the task force have yet to be announced, but as a resident of Surrey Lane, I was appointed to the Task Force by Flanagan last week after interviewing with his office. The town has created a task force web page, that will hopefully be updated to include the task force roster in the near future. 

The BOS vote was not unanimous, as Selectman Bob Landry – the only member of the BOS who did not vote to recommend the ID3 zoning change at last May’s town meeting – referred to the task force as a “charade” in an email he sent over the summer.
