At Andover Town Meeting on May 1/2 and 8/9, there are 83 warrant articles being presented to registered voters in Andover, which are available for review online. There are five warrant articles that apply to the Dascomb Road project and will be voted on at Town Meeting.
 
 

ARTICLE 56 – Create ID3 Zoning District – WITHDRAWN 5/2

This is the zoning regulations that allows the residential part of ID2 by creating a new district called ID3 and modifying ID2 zoning to fit the needs of the new residential component.

ARTICLE 57 – Establish a New ID3 Industrial – Mixed Use District with Associated Revisions – WITHDRAWN 5/2, TO BE REVISITED AT A FALL TOWN MEETING

This is essentially the project as outlined by the Lupoli project with details that they would need to live by including Use Regulations which is a set of self restricting guidelines for the project.  Given the footprint of the land, there’s not much else that could be put as defined by the project considering the building height limits.

ARTICLE 58 – Amend Zoning Map ID3 – Dascomb Road – WITHDRAWN 5/2, TO BE REVISITED AT A FALL TOWN MEETING

This article requests rezoning of the Dascomb Road ID2 district to ID3 zoning which will allow for Mixed Use development.
 

ARTICLE 68 – Amend ID2 Zoning District – Residential Use – EXPECTED TO BE WITHDRAWN 5/8

This article allows for UNLIMITED use of ID2 zone for Mixed Use development including Residential.

ARTICLE 69 – Amend ID2 Zoning District – Residential Use

This article defines a requirement for Mixed Use ID2 zoning to 3 sq. ft. of Residential requiring 1 sq. ft. of Commercial.  This is a 3 to 1 ration of Residential to Commercial space, which is different from the Lupoli project of a 1 to 2 ratio of Residential to Commercial.

This article requests the ability for drive thru restaurants in areas zoned ID2 commercial/retail but with size restrictions and definition on the ratio of how much of the building’s surface can be glass.  At the Planning Board meeting, it was mentioned that the intent of Mr. Stapinski’s proposal is for a coffee shop type drive through and the restriction is an attempt to exclude fast food restaurants which traditionally have large amounts of glass so you can see customers inside the building.
