Future Development

Future development in the ID2 zoning area depends upon the results of the Town Meeting Warrant Articles and which ones pass and which ones don’t.

If #56, 57, 58 pass, then the other plots in the ID2 zone off Dascomb Road will be subject to the same restrictions as set forth by the developer with regards to the ratio of Commercial/Retail to Residential, # of over 55 housing units, limited to one bedroom and studio apartments.

If #68 or #69 pass and #56,57,58 do NOT pass, then there may be no restrictions at all (#68) or different restrictions (#69) for the entire zoning area.

According to the developer, his lot is 50% of the space in the current ID2 zoning and the other three lots due to various wetlands and other building related issues would result in a sum total of sq. footage that would be less than the existing project plan for the 160 Dascomb Road Project.

In addition, much of the land back there is in Tewksbury which would not be subject to Andover restrictions.

There is nothing known at this time of development opportunities for other Andover land close to 160 Dascomb Road or in Tewksbury.

 

Points to Consider:

The developer has indicated that the current building owners of California Paints and the building where the Mayo Clinic was housed have invested substantially and the likelihood of tearing those buildings down is slim.  

However, the developer is tearing down over 50% of the old Brockaway/Smith building and which leaves Restaurant Depot part of the building to continue their operations.  

The developer has indicated a first right of refusal for the other lots in this area is not currently in place.

Questions:

What are the plans for the other lots in case this project moves forward?  

What development is envisioned over the Tewksbury line to support this project?  It is possible that new development in Tewksbury could take place and include the potential undesireable tenants where Andover has no control.  

Essentially this project could open up much of the land in Tewksbury for additional development.

It could also result in the HP building becoming additional retail, some of the buildings along Frontage road changed from Office to retail, with new buildings being added in open space.
