Mass Works Grant

The Town and the developer have applied and been granted a Mass Works Grant for this project.

The grant is supposed to cover some of the improvements to the roads around the proposed development and also extend the Andover sewer to service the businesses on Dascomb Road.  The town of Tewksbury is now providing sewer to this area and Andover would then need to provide those services at some point in the future.

The application for this project was submitted to Mass Works and can be found here: https://andoverma.gov/AgendaCenter/ViewFile/Agenda/_08302016-729

Points to Consider:

There can still be a Mass Works grant to address the same issues without the residential component of this project.  The question is will the amount be the same, less or more.  The town would have to re-file the grant based on a new plan working with the developer to identify what Plan B would be if the ID3 warrant article doesn’t pass at Town Meeting.

Questions:

Will this $6 million dollar grant will cover all the costs?

The money will go to the town to be used to address the issues of traffic and sewer extension only.  It will not go directly to the developer.

What is the developer’s Plan B should the residential component not be available?
