There has been a lot of discussion about the sewer improvements down Dascomb Road and Frontage road.

As of now, these improvements are targeted specifically for the areas around this development which include Dascomb Road and down Frontage to Osgood Street.

The town of Tewksbury services the businesses at this end of Dascomb Road because the Andover service does not extend that far.

Tewksbury has indicated that they will be taking back their capacity currently used by these businesses and therefore Andover will need to extend service down Dascomb Road.

The neighborhoods around this intersection are not supported by sewer service at this time including down Osgood Street and the side streets.

 

Points of Concern:

Residents will NOT have access to these sewer improvements.  It would be expected that since the sewer would be extended down Frontage that the cost to extend down Osgood and connect residents on/off Osgood Street would be less than it would be today.   However, there are no firm plans to do anything other than the improvements needed to support this development. 

 

Questions:

When does Tewksbury actually plan to pull back its capacity? 
UPDATE: According to a recent article in the Eagle Tribune, “The sewers that the [MassWorks] grant will pay for replace service that is currently being provided by Tewksbury under an agreement that will expire in two years.”

How much sewer capacity is needed if the property does not have Residential?

How can the Mass Works grant begin to cover the costs of the sewer extension given the town estimates?

 

 

Resident Comments:

Using the 2016 Sewer Master Plan Study by CDM and Lupoli’s parcel (1998 Sewer IMA & 2014 Sewer License Amendment), three questions:

a) Who is paying for the I/I (Infiltration & Inflow) removal to accomodate the new sewer flows?
Capacity constraints were identified in the existing collection system downstream of the Dascomb Rd area.  These constraints necessitate I/I removal before tying in new flows.  Typically 10k gal new flow requires removal of 4:1 or 40k gal of I/I.  CDM uses an example in the 2016 study of a 10-yr I/I removal program costing $13-$20mm.

b) Is the gravity sewer line being installed in Dascomb Rd (from ~ Osgood to Frontage) by the MassWorks Grant/Lupoli or just the Pumping Station & Force Main line?
The cost to expand sewerage to the entire Dascomb Rd area is ~$14mm.   The $2mm MassWorks grant presumably would pay for the Pump Station & Force Main for the development area.  If the gravity sewer is not installed at the same time, then the existing homes off Dascomb would not be able to tie-in in future without additional excavation work within Dascomb Rd that would substantially increase the overall ~$14mm cost.  
 
c) How much commercial/retail could be developed today under existing zoning & sewerage limitations?
Much has been said that for Lupoli parcel that it can be developed into significant commercial/retail now without zoning changes &/or addition of housing. His parcel however is limited to 12,500gpd of sewerage under the agreements with Tewksbury/Lowell.  For comparison, Market Street in Lynnfield generates 122,000 gpd of sewerage.  Thus it would seem that any commercial/retail development is limited until additional sewage capacity is maintained. For instance under his 2014 development plan only 260ksf commercial/retail was anticipated versus the 440ksf under the current plan (+ then 205ksf of housing).
