One of the big questions is why hasn’t there been a traffic study done?
The Mass Works grant was requested and has been granted without a complete understanding of the impact of the traffic and what will be needed to re-mediate the effects of this development.
Apparently, the Mass Works grant needed to have a proposed project in order to award the grant. It was granted based on the projections provided by the town and the developer.
Somewhere down the line the developer must convince the town that the traffic issues will have been addressed to the satisfaction of the town and all the various boards/committees.
If the Mass Works grant does not cover the entire cost of the needed improvements, the additional money must come from somewhere. Here are the options where all or some of the money may come from:
The State may step in with additional funds (David Toressi quote from 4/20/2017, Beraldi residence)
The Developer may have to provide these funds
The Town may have to provide these funds
